Special Technical Support to South Sudan, 25 – 29 September Juba, South Sudan

With a newly structured and staffed Financial Intelligence Unit, South Sudan requested the AML-CFT ESCAY Project for support in building the knowledge and capacity of the newly recently appointed officials and recruited analysts on how to run a financial intelligence unit, and to offer practical training on financial analysis.

Since June 2022, the Republic of South Sudan is under FATF/ICRG review for strategic deficiencies in its AML/CFT regime.
Recently, South Sudan has been engaged with its international partners to revitalize and operationalize its Financial Intelligence Unit (FIU) including assigning new management, recruiting financial analysts and compliance officers, revising its legislation and establishing a national technical committee.

Like for other countries in the Region, our Project has been providing training to South Sudan to provide significant support to operationalize its AML/CFT regime.

We received massive participation from the stakeholders in charge of AML/CFT/CPF in South Sudan, who are attending this training organized by AML-CFT ESCAY project, in close cooperation with FRC Kenya. FRC Kenya has delegated two senior experts in AML/CFT/CPF, along with an expert from esaamlg org, who is our regular partner for Technical Assistance to ESAAMLG countries.

This training is important for South Sudan to operationalise its FIU and move its AML/CFT/CPF system forward.
The training was officially opened by Hon Dr. Addis Ababa Othow, the First Vice President of the Bank of South Sudan and Chair of the National Committee on AML/CFT/CPF. Hon. John Daniel Kipa, the Commissioner General of South Sudan FIU and Mr. Frédéric BAYARD the AML-CFT ESCAY Project Director also gave opening remarks. Mr Mokofeng Ramakhala also presented a message representing ESAAMLG’s Executive Secretary, Ms Fikile Zitha. Also closely involved in planning the technical support to South Sudan is the EU Delegation to South Sudan, European Commission and CIVIPOL

The workshop ran for one week. The participating officials in the training included experts from FIU, the Judiciary, the Public Prosecution Directorate, the ministry of Justice, the Police, the National Revenue Authority, the Anti-corruption and ethics authority, Internal security, the military, the Bank of South Sudan among others.

Like for countries that have been prioritized for specific Technical Assistance, our project is fully committed to support South Sudan through establishing the FIU, and through peer-peer mentoring, in collaboration with the Kenyan Financial Reporting Center and esaamlg org.
