Launch of Inter-Agency Guidelines Handbook on Investigations & Prosecution of Terrorism, Tanzania, May 2023

We’re back to #Tanzania!
We are very proud to have witnessed this morning the launch of the Inter-agency Guidelines Handbook on collaboration and coordination in the investigations and prosecution of money laundering and terrorism cases in Tanzania.

Today’s launch was the culmination of months of deliberations and consultations between the different agencies and stakeholders in Tanzania, who are in one way other the other, involved in investigations or prosecutions of money laundering and terrorism cases.
To officially launch the Guidelines’ Handbook today was the Honourable Dr Damas Ndumbaro, the Tanzanian minister for Justice and Constitutional affairs. Also present, among many other government officials was the Director of Public Prosecutions, Sylvester Mwakitalu and Tanzania’s Chief of Police, IGP Camillus Wambura.
Kenya, which was also developed a Guidelines Handbook last year through the AML-CFT ESCAY Project, was represented in the launch today by Mr Dorcus Oduor, the principal deputy to the director of public prosecutions in Kenya.

The AML-CFT ESCAY Project was represented by team leader Frédéric BAYARD and senior technical advisor Alma Wanyama.

In his remarks, Frédéric BAYARD said: ‘As a representative of the European Union here today, I’d like to assure you that this initiative is very important to us, as it is important to you. All the institutions represented here participate in ensuring the stability and security of the citizens. They came together and produced this document, to find a common way to fight against these issues that undermine the stability of a country. And as you know, there will be no investments in a country that is not stable, that is not safe. Without investments, there is no prosperity, and this affects the standards of living of the citizenry’.

The Guidelines Handbook was signed by all the heads of institutions that participated in its drafting.
